We use shall for offers and suggestions:

Shall	Subject	Infinitive
Shall	I	turn	on the air conditioning?
Shall	we	go	to the beach?
Shall	I	help	you?
Shall	we	play	a game?
Shall	I	open	a window?
Shall	we	watch	a movie?

We can also use let's (let us) for suggestions and ideas:

Let's	Infinitive
Let's	go	to the zoo!
Let's	play	football!
Let's	listen	to music!
Let's	make	something!
